I know of artists who have done this, but all my teachers have made it very clear that paints that claim to be non-toxic should not be used on the skin. There are colors suitable for this type of use. They are available in many places, but what I remember is the World Festival and Painting. Proper and safe.
Soy ink will be a needle to get finger ink safe because they expect to eat metal from metal which you think is lead and cadmium. Get selenium when you paint it.
